His Highness Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum is the Deputy Ruler of the Emirate of Dubai, the Deputy Prime Minister and Minister of Finance of the UAE, and the First Deputy Chairman of the Executive Council of the Emirate. He is the third son of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President of the United Arab Emirates, Prime Minister and Ruler of Dubai. 

In addition to his roles at the federal level in the UAE, His Highness holds a number of important positions and responsibilities in the Emirate of Dubai, primarily in government and the economy. As chairman of numerous government and economic authorities and councils, His Highness directly contributes to shaping the directions and future of the Emirate of Dubai, under the vision of his father, His Highness Sheikh Mohammed bin Rashid Al Maktoum, Ruler of the Emirate of Dubai, and the leadership of his brother, His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of the Executive Council.

His Highness Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum was born on November 24, 1983, the third son of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, and his mother, Her Highness Sheikha Hind bint Maktoum bin Juma Al Maktoum.

His Highness Sheikh Maktoum bin Mohammed completed his secondary education at Rashid Private School for Boys. He obtained a Bachelor's degree in Business Administration from the American University in Dubai in 2006, after which he joined several training courses at the Dubai School of Government and Harvard University.

His Highness Sheikh Maktoum bin Mohammed assimilated the qualities of leadership, ambition and farsightedness from his father, His Highness Sheikh Mohammed bin Rashid Al Maktoum. His Highness takes a keen interest in the knowledge-based economy, and has made numerous significant humanitarian contributions. He also seeks to bring about substantial change in the development of Dubai as well as help shape its future governmental and economic plans.

His Highness Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum has held the position of Deputy Ruler of Dubai since February 1, 2008. His Highness has also held the position of Deputy Prime Minister and Minister of Finance in the Government of the United Arab Emirates since September 25, 2021.

His Highness Sheikh Maktoum bin Mohammed is the Chairman of General Budget Committee and the Chairman of the Board of Directors of the Federal Tax Authority since October 12, 2021. His Highness also hold the position of the Second Deputy of the Dubai Council and First Deputy of the Executive Council of Dubai.

In May 2021, His Highness Sheikh Mohammed bin Rashid Al Maktoum issued a decree appointing His Highness Sheikh Maktoum bin Mohammed, as Chairman of the Court of His Highness Ruler of Dubai.

His Highness also serves as Chairman of the Strategic Affairs Council in the Executive Council of Dubai, Chairman of the Higher Committee for Supreme Legislation Committee in Dubai, Chairman of the Dubai Judicial Council, Chairman of the Higher Committee for Government Sector Development in Dubai, Chairman of Dubai Markets Supervisory Committee and specialised courts for capital markets, Chairman of the Higher Committee for Real Estate Planning in Dubai, Vice Chairman of the Board of Directors of the Dubai Investment Corporation, Chairman of the Board of Directors of the Dubai International Financial Center, Chairman of the Board of Directors of the Dubai Development Authority, Chairman of the Board of Directors of Dubai Real Estate Corporation, and a member of the Board of Trustees of the Mohammed bin Rashid Al Maktoum Global Initiatives.
